 7.0 Space and Tenancy Management System

7.1 Archibus

This system operates functionally as a linked graphical and textual database, allowing textual attributes to be attached to drawings. The system has full Computer Aided Drafting (CAD) capability. The Archibus system is a proprietary product licensed by the Accommodation Office, Department of Housing and Public Works.

Operationally, the system is used to draw, measure and store tenancy areas electronically and to attach tenancy details to the drawings. These tenancy drawings form part of ‘Lease detail schedules’ and contain specific information related to a specific occupancy in particular buildings. The ‘Lease details schedules’ are a component of the Occupancy Agreement for government accommodation between the Department of Housing and Public Works and agencies (PDF, 182KB). ‘Lease details schedules’ are used as the source documents for establishing tenancy areas and for invoicing of rental and other accommodation-related costs for government-owned and 'Major Leased' buildings.

No direct access to the system by agencies is available, but drawings and graphical diagrams related to agencies' tenancies can be provided subject to availability and reasonable advance notice.

7.2 Tenancy Management System (TMS)

The TMS system is a database management system that functions as a tenancy management system, billing system and reporting system and also interfaces with Queensland Treasury's SAP financial system. The TMS system meets government audit requirements.

Operationally, this system is used to identify and store information on all tenancies managed by the Department of Housing and Public Works and to invoice individual tenants for rent and all other charges associated with each tenancy.

The TMS system is based on a proprietary product, modified to suit the special requirements of the Department of Housing and Public Works and other government information technology (IT) systems.

Access for agencies to certain information in the TMS is available on a restricted basis. Agencies can view invoice details and can 'drill down' into an invoice to obtain additional levels of detail subject to compatible IT systems within agencies.
