Conventional contract

A new standard suite of tender documents and terms and conditions is being rolled out across government. Please check with your manager to see if you should be using the new documents before using the templates available on this page for new tenders. If you have any questions please email

The following terms and conditions for a one-off purchasing process (non-ICT) incorporate offer and contract conditions:

* The Invitation to Offer template has been divided into 2 documents:

  • Sections 1–5, which the customer completes regarding the requirements of the invitation process
  • Section 6, which consists of the response forms that need to be completed by the offeror and submitted as part of their offer.

It is suggested that agencies release Sections 1–5 in PDF format and Section 6 in Word format.
