 National Regulatory System for Community Housing

The National Regulatory System for Community Housing (NRSCH), a national system of registering, monitoring and regulating community housing providers, came into effect on 1 January 2014. This new single National Register for community housing providers created a consistent legislative environment across all participating states and territories.

On 1 January 2014, amendments to theHousing Act 2003 (PDF, 488KB) enabled the NRSCH to operate in Queensland. As of June 2017, registration arrangements had been made with all community housing providers that wanted to continue delivering services in Queensland’s funded housing and homelessness assistance system. Arrangements were also made with providers who wished to exit the community housing sector.

Because of the complex issues surrounding registration, land tenure and Indigenous housing, Indigenous local governments and specified Indigenous Community Housing Organisations have until 30 June 2019 to register under NRSCH.

Community housing providers interested in joining this national system should apply for registration through the registrar in the state or territory where they do most of their business.

Our progress

 The Profile of Community Housing Provider Registration Activity in Queensland 2015 — 2016 (PDF, 228KB) (RTF, 210KB) details the progress made by Regulatory Services registering Queensland-based community housing providers under the National Regulatory Code.
 
The registration activity is separated into National Regulatory System Community Housing (NRSCH) and the Queensland State Regulatory System for Community Housing (QSRSCH).
 
NRSCH registration activity applies to private providers of community housing, whereas QSRCH registration activity applies to local government providers of community housing.
