 New entrants

Organisations that did not have registration under the former provisions of the Housing Act 2003 (Queensland) and which have no currently funded assets, can apply at any time.
 
Registration under the National Regulatory System for Community Housing (NRSCH) is voluntary, and is a two-step process that assesses an organisation’s eligibility, and its capacity to comply with the National Regulatory Code.
 
The initial registration can take approximately four to five months to complete. It requires the submission of a large volume of business and operational information, such as business plans, policies and procedures, and financial statements, to name a few.
 
If registration is approved, a provider will be required to undertake regular compliance assessments on an ongoing basis, as a condition of being registered. For example, Tier 1 and 2 providers must undertake an annual compliance assessment, and Tier 3 providers must undertake a compliance assessment every two years.
 
Providers need to seriously consider whether registration is appropriate for their organisation as it is quite an intensive and rigorous process. In our experience, a lot of time and resources will need to be committed in order for an organisation to demonstrate the capacity to comply with the National Regulatory Code. 

Intention to provide community housing  

The Registrar needs to be satisfied that any entity that applies for registration ‘is providing, or intends to provide, a community housing service’. In terms of what it means to ‘intend’ to provide a community housing service, the Registrar needs more than bare intent, or speculation. It will differ from case by case, but the Registrar needs some expression of intent accompanied by a proposal for a future action, or a present proposal. For example, entities need to be actively pursuing community housing tender opportunities, or have secured committed funding.  

Conditions of registration 

In addition, organisations must also meet certain conditions of registration listed in the Housing Act 2003 (Queensland) such as having a compliant winding-up clause in their Constitution.

Commencing an application for registration

We can only accept applications for registration through the Community Housing Regulatory and Information System (CHRIS), which is a web-based application.
 
You will need to provide the following minimum details in order to gain access to the Community Housing Regulatory Information System (CHRIS), and commence the registration process:
  • Registered entities name
  • ABN number
  • Nominated main contact:
    • Email address
    • Phone number.
The ‘nominated main contact’ is the person that receives all correspondence from Regulatory Services regarding registration, as well as portal access to CHRIS.
