PQC System overview

The Prequalification (PQC) System streamlines the building tendering and selection process and provides clear performance requirements. The PQC System comprises:

  • a central register of prequalified building industry contractors used by all government departments
  • associated PQC application and performance reporting documents
  • a series of related guidelines covering the building industry contractor tendering and selection process, the performance reporting process, service risk assessment and review processes.

What does prequalification involve?

Prequalification involves self-assessment against the prequalification criteria of experience, systems, people and business, together with statutory and referee checks.

Successful applicants are awarded one of four PQC levels ranging from effective work practices (PQC Level 1) to leading-edge practice in a global context (PQC Level 4).

To be eligible to tender (either open or select) for a government building project, you are required to be appropriately registered on the PQC System, have a PQC level that matches or exceeds the service risk rating associated with the project, satisfy financial requirements and meet project specific criteria.  

Who should apply for prequalification?

Any building industry contractor wishing to undertake government building projects valued at more than $1,000,000 must first become appropriately registered on the whole-of-Government PQC System.

If you wish to carry out building work under our minor works or service maintenance contracts (generally below an estimated value of $1,000,000) you are not required to be prequalified on the PQC System, but you may wish to become a registered contractor with Building and Asset Services.
