The Procurement Training and Certification Program is open to staff in Queensland Government budget sector agencies, government-owned corporations and statutory bodies. There are three advanced procurement courses:
Advanced Procurement A
Formerly known as Level 3A - Intermediate Procurement Planning.
Course aim
This course will teach you to identify and manage risk and develop risk treatment strategies.
You will learn about conducting effective business case presentations to senior management/stakeholders and conducting market research, industry benchmarking and data analysing, identifying and mapping stakeholders, and understanding, managing and influencing procurement outcomes.
Course objectives
- Revise the strategic sourcing cycle and provide a brief overview of the activities completed at each stage
- Understand the three levels of planning an organisation undertakes to determine its core business strategy, operational plans and day-to-day activities
- Be familiar with the components and objectives of the corporate procurement plan and understand how specific procurement activities stem from this document
- Understand, in detail, the activities involved in completing the first three steps of the strategic sourcing cycle relating to ‘planning’ i.e. determine customer needs, analyse supply markets and develop sourcing strategy
- Identify and map stakeholders, understanding and managing their level of influence on procurement outcomes
- Develop communication and engagement strategies to drive stakeholder buy-in for procurement activities
- Develop a detailed understanding of the goods/service to be sourced, including conducting basic spend analysis of historical spend data and making forecasts
- Use basic market analysis tools and understand where to find sources of market data
- Equip participants to develop effective sourcing strategies appropriate to the nature of the goods/services required and the market environment to achieve government procurement objectives
- Practise communication skills to generate buy-in from senior management and other stakeholders for proposed sourcing strategies
Assessment
Assessment for this module consists of an in-class activity workbook and a work-based assessment project.
You must pass all three Advanced Procurement courses for certification.

Advanced Procurement B
Formerly known as Level 3B - Communication and Negotiation in Procurement.
Course aim
You will develop skills in effective planning for negotiations, evaluating bid responses and principles of negotiation. The training also covers the legal implications and power and negotiation styles.
Course objectives
- Revise the strategic sourcing cycle and provide a brief overview of the activities completed at each stage
- Translate proposed category strategies into interactions with the supply market that maximise competitive tension and return VFM solutions
- Develop best practice functional and performance based specifications
- Understand the activities involved in preparing an ITO for both low and high value procurement requirements
- Equip participants to develop meaningful evaluation criteria that will lead to selection of the optimal VFM solution
- Equip participants to manage a robust, ethical and transparent evaluation process, regardless of the value of the procurement requirement or category nature
- Practice basic negotiation tactics to familiarise participants with the negotiation process and increase their level of comfort in dealing with suppliers
- Provide participants with relevant case studies based on live government and private sector procurement activities to demonstrate applied procurement concepts
- Be familiar with the concept of principled negotiations and understand how different negotiation styles will be appropriate to serve different objectives
- Practice communication skills to maintain engagement with senior management and other stakeholders for throughout sourcing process
- Highlight where to go for more information and resources
Assessment

Advanced Procurement C
Formerly known as Level 3C - Intermediate Procurement Contract Management.
Course aim
You will learn to manage new supplier implementation and develop an understanding of contract administration, contract plans, contract cycle and cover the roles and responsibilities of contract management.
You will also learn how to craft a communications strategy for managing change internally and communicating with suppliers.
Course objectives
- Revise the strategic sourcing cycle and provide a brief overview of the activities completed at each stage
- Be familiar with the concept and legal principles of contract drafting and different forms of contractual documentation
- Alert participants to key considerations when developing specialty contracts, including consultancy contracts
- Introduce the contract management cycle and describe the key tasks the contract manager will have responsibility for
- Develop a formal contract management plan
- Familiarise participants with the challenges and key tasks to complete during the transition period
- Equip participants to develop and implement administrative procedures to manage the contract
- Develop communication strategies to streamline the transition and implementation phase with stakeholders
- Understand the contract manager’s responsibilities in relation to the procure to pay (P2P) process
- Understand how the contract manager can contribute to building process discipline within the organisation
- Understand the objectives, benefits and methods for managing and measuring contractor performance
- Develop key performance indicators that are specific, measurable, achievable and meaningful
- Familiarise participants with three common types of performance reporting
- Understand how performance management can drive continuous improvement strategies with suppliers
- Understand the key tasks involved in varying a contract mid term
- Be familiar with the contract close out process
