Whole-of-government arrangements

Standing offer arrangements (SOAs) are agreements involving one or more suppliers to provide goods and services over a set period, according to agreed terms and conditions, including price.

SOAs help buyers efficiently purchase goods and services.

Types of standing offer arrangements

There are two types of SOAs: agency arrangements and common-use supply arrangements.

  • Agency arrangements are arrangements established by individual agencies to meet their specific requirements for goods and/or services. Agency arrangements may, with the approval of the establishing agency, be used by other Queensland Government agencies or bodies, approved non-government organisations, or the Commonwealth, territory and other state governments.
  • Common-use supply arrangements are arrangements established for whole-of-government and mandated by the State Procurement Policy for all budget-sector agencies. They are managed by the Queensland Government Chief Procurement Office (QGCPO) or a lead agency approved by the QGCPO. These arrangements may also be used by other Queensland Government bodies, approved non-government organisations, or the Commonwealth, territory and other state governments.

Arrangements for agencies

The table below lists the common-use supply arrangements agencies must use. Most links in the table go to the public version of the Queensland Contracts Directory, where you can see when the arrangements expire and how to contact the arrangements' managers.

For government buyers only, please access the internal Queensland Contracts Directory on GovNet. Please note: Access to this site is restricted to Queensland Government employees and some other authorised users.
