Industry consultation on reforms

The Building Industry Fairness Reforms Implementation and Evaluation Panel was an independent panel working with government and the building industry to assess the implementation and effectiveness of the 2017 reforms.

At the end of 2018 and in early 2019, the panel travelled throughout Queensland including to Cairns, Rockhampton, Maroochydore, Mackay, Brisbane, Loganholme and the Gold Coast to receive feedback and suggestions from industry on the suite of reforms. They conducted industry forums and subcontractor sessions and held a series of one-on-one meetings with building industry and banking industry stakeholders as well as government departments.

The panel met with a range of stakeholders including:

  • building contractors and subcontractors
  • consultants
  • industry organisations
  • banking institutions
  • government departments.

They published a discussion paper and questionnaire seeking feedback on:

  • the introduction of project bank accounts
  • changes to the procedures for progress payments and dispute resolution using the adjudication process
  • new requirements that will apply to all building contracts that provide for retention or security for performance
  • timing for commencement of the reforms.

Submissions closed on Friday, 15 February 2019.

The panel provided its report to the Queensland Government on 29 March 2019.
