Treatment plant approvals

The requirements for treatment plant approvals are under the Plumbing and Drainage Regulation 2019.

The regulations includes provisions about:

  • transfer of ownership
  • amendments of treatment plant approvals
  • reporting and inspection powers where the chief executive considers that a particular treatment plant either:
    • is susceptible to systematic failures
    • may not be operating in accordance with the approval.

New approvals

  • A new application relating to a secondary on-site sewage treatment plant must comply with AS AS1546.3:2017 (Secondary Treatment Plants) and the conformity assessment requirements.
  • A new application relating to a greywater treatment plant must comply with AS1546.4:2016 (Domestic greywater treatment systems) and the conformity assessment requirements.
  • New treatment plants seeking treatment plant approval must obtain accreditation against AS1546.3:2017 or AS1546.4:2016.

Renewal of existing approvals

Existing treatment plant approval holders (previously called Chief Executive Approval) may apply to the chief executive to renew their existing approval while the approval remains in force, but before 1 January 2021.

The chief executive may approve the application if the treatment plant complies with the previous QPWC dated 27 October 2017.

The treatment plant approval would then remain in force until the beginning of 1 January 2024.

How to apply for approval

To apply to the chief executive for a treatment plant approval:

  1. submit a Form 10—Treatment plant approval (PDF, 160KB)​
  2. attach the required documentation.
