Section 1

Tender Overview

The objective of this capital funding process is to provide properties in five priority locations (detailed at Appendix 2):
• Caboolture
• Ipswich
• Sunshine Coast
• Gold Coast
• Rockhampton
The department recognises there may be other locations where there is high housing need than the five priority locations. If a community housing provider can demonstrate a case for investment in their area, the department would consider such a proposal as part of the tender.

The Queensland Government’s primary focus is to:
• increase the supply of social housing in response to expected population growth and pressures on the housing market for low to middle income households
• respond to the demand for social housing through new and innovative approaches to the delivery of social housing in Queensland including reducing under-occupancy and overcrowding.
• identify opportunities to establish collaborative arrangements with the private and not-for-profit sectors to deliver on a long-term vision for social housing renewal and management in Queensland.
• engage with local suppliers in communities to better understand their capabilities and how we may partner with them to deliver value for money and grow community resilience.
• assist and grow resilient and sustainable communities by working with providers of social services to grow capability and deliver better outcomes to communities.

All applications will need to meet the following mandatory criteria.  Applications which are identified as non-conforming will not be considered further.
• Applicants must be registered under the National Regulatory System for Community Housing or will become registered prior to entering into a contract with the Department
• Providers must implement the Social Housing Program Specifications and projects must be either be delivered under the Affordable Housing Program or the Long Term Community Housing Program.
• Funding providing is intended to deliver community housing and therefore must accommodate potential clients from the Department’s Housing Register.
• Financial contributions of 20% (land/cash) is required. The Department will not be offering land towards any proposed projects.
• Project funded under this procurement must not require additional funding from the Queensland Government for service delivery or ongoing maintenance.
• The design of the buildings must comply with the Building Code of Australia.
• All dwellings to be at least Gold standard and 20% to be Platinum standard under the industry adopted Liveable Housing Design Guidelines.
• Applicants must hold appropriate insurance.
