Request for Proposal (RFP) 531874 for Information Technology Financial Management Tool software-as-a-service solution
Council is seeking Proposals for the provision of an Information Technology Financial Management Tool software-as-a-service (SaaS), including related professional services to assist with the configuration and implementation of the service.
Council’s intent is to implement an off-the-shelf solution (that may require some configuration, but no customisation) that will enable delivery of industry best practice technology financial management functionality.

Background
At present, Council’s Information Services branch (ISB) relies on manual processes to reconcile its costs for its end to end Information Technology (IT) services. With the current Council systems and tools available, ISB’s financial data is being captured at the Branch, Project and Cost Centre levels. This provides an aggregated corporate financial view of ISB costs but does not provide insights into how IT services are being delivered and does not provide transparency on the total cost of individual ISB services.
A new structure for ISB was introduced in 2018, which includes a Commercial Services team, to facilitate the development of a suitable framework for the optimisation of IT spend through improved financial and vendor management. ISB conducted a series of activities and as a result identified the need to adopt a Technology Business Management Framework (the Framework) to provide a structured approach to the identification of IT service costs. Given the lack of maturity the organisation possesses in this area, Council is seeking a suitable off-the shelf SaaS tool to support the framework which will replace the current manual approaches.

Date of release to market: 10 December 2018
Tender closing date: 25 January 2019
Evaluation completion date: 15 February 2019
Estimated contract commencement: 4 March 2019
