Tender Overview

Forward Procurement Notice – Systems Implementation Procurement (COM-IS-0420-FPN)

The Department of Child Safety, Youth and Women (CSYW) is undertaking a large program of work to replace their existing Integrated Client Management System (ICMS) used in the management of child safety and youth justice services to the community (the “ICMS Replacement Program”).

Early this year CSYW selected Microsoft Dynamics 365 hosted in the Customer’s existing Azure instance as the core underlying platform for the replacement ICMS.

The Department now has a requirement for the provision of specialist systems implementation and associated services to support the development and delivery of applications based on Microsoft Dynamics 365 for ICMS and other departmental projects.   These services include the following services domains:

  1. system implementation services (including system design; application configuration and development; project management; testing and deployment);
  2. business design services (including service design and business process design and assistance)
  3. testing services (including test planning; test management; and test through release management);
  4. data migration services (including data analysis; and planning, managing and conducting data cleansing and migration);
  5. organisation change management services (communications, change management, training development and delivery); and
  6. innovative solutions (advisory services, products and solutions for innovative future solutions).

As such, CSYW intends to issue an invitation inviting capable suppliers to submit offers for one or more of the above service domains.

CSYW is seeking to establish a Standing Offer Arrangement with multiple suppliers across the above listed service domains as well as select suppliers to deliver an initial scope of works for the first program work package.

The invitation process is expected to commence in May 2019, and any updates will be posted as amendments to this Forward Procurement Notice.

Any resulting contract will be based on the Queensland Government Information Technology Contracting (QITC) Framework (and associated standing offer arrangement terms and conditions).
