Tender Overview

Contract No: 511161

Name of Sourcing Activity: In-Vehicle Management System

Brisbane City Council has approximately 1700 motorised assets and 300 non-motorised assets in its vehicle fleet.  To effectively track and manage these assets, Council needs to enable the following capabilities:

  • Real-time tracking of mobile assets including visibility of asset locations, and
  • Monitoring of vehicle systems, such as engine hours, battery levels, etc.

To provide continued support as well as capability improvements, Brisbane City Council is tendering for the procurement of an asset tracking and telematics hardware and software solution and ongoing services which support the requirements detailed in this RFP.

Council currently has an Asset Tracking and Telematics solution with hardware installed in over 1550 fleet assets that supports real time vehicle tracking, vehicle utilisation reporting and maintenance planning. Council expects that the successful solution from this RFP will maintain the current benefits realised and take advantage of emerging technology which can demonstrate enhanced two-way information flow, vehicle utilisation analysis, enhanced driver experience and asset management transparency.

The RFP has been structured into the following three categories. Council’s preference is for a single supplier that can deliver all three categories as a holistic system and service.

  • Category 1 – System and associated equipment

This category includes the provision of hardware which will provide GPS positioning details and be capable of taking data directly from the engine management system. Specific requirements are included in Part 3 – Specification of this RFP.

  • Category 2 –  Ongoing hardware installation, deinstallation and maintenance services

This category includes the provision of an end to end service covering the installation, deinstallation and maintenance of any in-vehicle or in-asset hardware and associated software. Council expects that the successful supplier will have access to trained technicians who are able to perform mobile installation, have safe work methods and perform job site analysis for each job, following a standard quality tested installation process. Specific requirements are included in Part 3 – Specification of this RFP.

  • Category 3 – Reporting and analytics

This category includes the provision of reporting and analytics software and services. Council expects that the successful supplier will be experienced with fleet management decision making requirements and has designed fleet management analytics with trend identification and algorithms to inform decision making at the push of a button. Standard reports are expected to be available for basic tracking requirements such as infringements and push of service. Specific requirements are included in Part 3 – Specification of this RFP.

Date of release to market: 27th July 2019

Industry briefing: 10:30 AEST on 6th August 2019 via Skype.

Tender closing date: As stated in Council’s Supplier Portal. At the time of release this is 12:00 AEST on 4th September 2019

Evaluation completion date: Late November 2019

Estimated Contract commencement: 6th January 2020
