Section 1

Tender Overview

This sourcing event will occur in two (2) stages:

  1. Respondents are to submit a response to select criteria for the Expression of Interest. The responses will be assessed to develop a shortlist of minimum of three (3) Tenderers.
  2. The shortlisted Tenderers will submit an offer to complete the works, which will include a detailed methodology, program and pricing.

Respondents who would like to download all documents and are interested in submitting a response, please follow the below instructions:

  1. Tenderers are to email the nominated Contact Officer (wendy.wong@qr.com.au) to register to access the documents and an online response form in the SAP Ariba eSourcing system. The EOI tender package includes:
    1. Invitation and Condition of Tendering
    2. Expression of Interest
    3. Scope of Work including appendices
  2. If the Tenderer elects to submit a response, they must do so by using Queensland Rail's online sourcing tool (SAPAriba eSourcing System).
  3. Tenderers are encouraged to carefully read all documentation available for downloaded in the SAP Ariba eSourcing System.
  4. Queensland Rail will not accept hardcopy tender submission.  Queensland Rail will only accept electronic responses submitted via the SAP Ariba eSourcing System.

Project Overview

The scope of the project includes:

  • Roof, skylight and box guttering replacement to two main buildings – the Carriage & Wagon shop and the Erecting & Machine shop. 
  • Associated to this will be the brickwork & window repairs to the buildings, removal/relocation and upgrade of services throughout the buildings, continuation of upgrades to two of the Amenities blocks to cater for the additional workforce and contractors, temporary facilities and roadways for contractors and separation of all Workshops services from the Museum.

The Scope of Work is included with the Expression of Interest documents, available for download from the SAP Ariba eSourcing system.  Please register with the Contact Officer to access the documents.


Preliminary Compulsory Site Inspection

All respondents will be required to attend a preliminary compulsory site inspection to ensure that all aspects of the proposed Works and Services are inspected, that all limits/conditions are identified, and that all requirements are clear. 

All contractors and visitors walking in the corridor or outdoors at QR depots must wear orange high visibility safety long sleeve shirt, laced up steel cap shoes, long pants, wide brim hat or hardhat and safety eye protection.  Attendance will be for up to two people per respondent.

Contractor Safety and Environment Prequalification

(For your information until progression to Request for Tender phase – time constraint)

With a view to effectively manage safety in accordance with the Work Health and Safety Act 2011 and Rail Safety National Law (Queensland) Act 2017, Queensland Rail has developed the Contractor Safety and Environment Management (CSEM) Programme.  One aspect of the CSEM programme is contractor pre-qualification. Where upon evaluation of a submitted prequalification assessment (and supporting evidence), successful contractors are added to Queensland Rail’s Prequalified Safety and Environment Contractor Register and are eligible to tender for works within their pre-qualified category for the following 24months. In certain circumstances this time frame may be extended a further 2 years.  

The North Ipswich Rail Yard Stabilisation project has been classified as Category 1, Principal ContractorCategory 1 projects are defined as works where an external construction company is engaged by Queensland Rail as a Principal contractor for a Design and Construction project involving construction works in the value of $250,000 or more. 

To be pre-qualified the respondents is required to respond to a set of mandatory and non-mandatory questions and supply supporting information, which are all listed within spreadsheet “MD-18-400 – Contract Safety & Environment Pre-Qualification Questionnaire: Category 1”.  Refer to weblink for the spreadsheet: https://www.queenslandrail.com.au/forbusiness/contractors.

The submission of the completed questionnaire to Queensland Rail does not automatically prequalify a respondent. The Safety and Environment Prequalification process involves a desktop review of the respondent’s safety and environment processes to establish if the submission meets Queensland Rail minimum expectations. Only respondents that are assessed to have met the requirements of the Safety and Environment Prequalification will prequalify.

To ensure prequalification’s are assessed prior to the tender’s close, please submit a completed Category One Prequalification Assessment and supporting documentation to CSMProgram@qr.com.au.
