Independent living in a supportive environment for young people

A key deliverable of the Queensland Housing Strategy 2017-2027, is the creation of a pathway to independence for vulnerable young people struggling to find and sustain long-term housing. The 2017-2020 Action Plan confirms the department’s commitment to build two new youth foyers on the Gold Coast and in Townsville, to provide housing for young people experiencing homelessness or at risk of becoming homeless, and support them to achieve independence.

The youth foyers will be for young people, aged 16 – 25, who are experiencing homelessness or at risk of becoming homeless, and committed to engaging in education and training, as a pathway to developing the skills needed to achieve independence.

Youth foyers are internationally recognised for providing secure and affordable housing while delivering social and economic benefits for young people and the community. We are interested in the youth foyer approach, and in other similar proposals, which will deliver innovative housing pathways for vulnerable young people.

New foyers on the Gold Coast and in Townsville

The department is undertaking a two-stage procurement process to deliver the Youth Foyers on the Gold Coast and in Townsville.

Stage 1 – Expression of Interest process, was released on QTenders on Thursday 11 May 2017 and closed on Friday 9 June 2017. Organisations with demonstrated capability and capacity to deliver innovative ideas and achieve outcomes for young people were invited to express their interest in working with us to deliver these new foyers.

Stage 2 – Request for Proposal, a select tender process, will involve inviting successful proponents from Stage 1, with suitable experience in construction, support services, tenancy, and property management to submit a Request for Proposal.

Expansion of the Logan Youth Foyer

Using a select tender process, the department has appointed an architect and construction manager to provide design innovation for this landmark project. This approach ensures the timely commencement of the youth foyer’s design, construction and completion. 

The new and existing service will provide housing and support, in a safe environment, for young people who are committed to engaging in education and/or training, providing an opportunity to develop the skills they need to lead fulfilling, independent and productive lives.
